Work begins on study about laundering proceeds of corruption in transition economies

A regional workshop with representatives from the Financial Intelligence Units (FIUs) of all six all Eastern Partnership countries took place last month as part of the Eastern Partnership project on ‘Good Governance and Fight against Corruption’, which is funded by the EU and implemented by the Council of Europe. The ultimate aim of this activity is to research and identify typical patterns of laundering the proceeds of corruption in the Eastern Partnership region and to prepare a regional typology study on this subject.

According to an Eastern Partnership/Council of Europe Facility press release, as a result of this activity, staff of FIUs from the six Eastern Partnership countries will have increased capacity for analysing data on patterns of money laundering through having been involved in collecting and assessing the data to draft country studies.

In addition to this first regional workshop, the coming months will see country missions to each FIU to conduct research, collect data and draft country studies as well as a regional study, and a second regional workshop next May with representatives from all the Eastern Partnership FIUs to review and adopt the regional study. The regional study will be presented to a wider public at a regional conference in June/July 2013.

The Eastern Partnership (EaP) was launched by the EU at a Summit meeting with the Eastern partners on 7 May 2009 in Prague and sets out an ambitious path for deeper relations with Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.  On 1 March 2011, the Eastern Partnership/Council of Europe Facility Facility was launched in order to enhance good governance and strengthen the capacities of the public administration and criminal justice sector in order to effectively prevent and fight corruption in line with the Council of Europe conventions and other international treaties.
