Call for proposals: over 8 million euros for Kolarctic cross-border projects

The Kolarctic ENPI Cross-Border Programme has launched its fourth call for proposals worth a total of €8.45 million and covering regions of northwest Russia, Finland, Sweden and Norway.
The overall aim of the programme is to reduce the periphery of the countries’ border regions and its related problems, as well as to promote multilateral cross-border co-operation.
The call targets projects on three main priorities:
· Economic and Social Development
· Common Challenges
· People to People Co-operation and Identity Building
Eligible applicants are, among others, national, regional or local public authorities or organisations, municipalities, joint municipal boards, public utility companies, chambers of commerce, organisations and associations, universities and higher education institutions, research institutes, and private companies.
In order to be taken into consideration, projects must have at least one actor from an EU Member State (Sweden, Finland) and one from Russia. Priority is given to those projects that have partners from more than two countries.
The programme area covers the following regions:
- Russia: Murmansk Oblast, Archangelsk Oblast and Nenets Autonomous Okrug
- Finland: Lapland
- Sweden: Norrbotten
- Norway: Counties of Nordland, Troms and Finnmark.
All the projects financed from the programme must end by 31 December 2014 at the latest. The budget available under this call for proposals stands at €8.45 million. The deadline for applications is 16 April, 2012.
The objective of the Kolarctic ENPI CBC (2007-2013) Programme is to reduce the periphery of the countries’ border regions and its related problems as well as to promote multilateral cross-border co-operation. The programme aims to help the regions develop their cross-border economic, social and environmental potential, which shall be achieved by supporting innovative cross-border activities, accessibility, and the sustainable development of natural resources, communities and cultural heritage.
