The European Neighbourhood Instrument (ENI) is the main financial instrument for implementing the ENP, and provides the bulk of EU funding to the 16 partner countries.

The ENI builds on the achievements of the previous European Neighbourhood and Partnership Instrument (ENPI)

The vast majority of ENI funding is used for bilateral cooperation, tailor-made to each Neighbourhood partner country. A key element in this context is the bilateral ENP Action Plans (AP), mutually agreed between the EU and each partner country.

Neighbourhood-wide cooperation programmes include:

A significant share of EU aid is delivered in the form of budget support, where funds are transferred directly to national treasuries.

In addition to the ENI, Neighbourhood countries benefit from a range of global or thematic EU instruments.
The thematic instruments available to the Neighbourhood are:
·         European Instrument for Democracy & Human Rights (EIDHR)
·         Instrument for Nuclear Safety Cooperation Instrument (INSC)
·         Instrument contributing to Stability and Peace (IcSP)
·         Development Cooperation Instrument (DCI)
In a number of fields such as research science and innovation, education and youth, and SMEs and enterprise, partners from neighbourhood countries are able to participate in a number of EU initiatives, such as:
·         Horizon 2020
·         Erasmus + (education, training, youth and sport)
·         Enterprise Europe Network
·         COSME EU
In the South, the Union for the Mediterranean also promotes projects, acting as a catalyst for selected projects, assisting in all aspects of project development and implementation, from proposal finalisation to financial planning and fund-raising, as well as technical assistance, project launching and monitoring.

Neighbourhood countries also have access to lending from European Financial Institutions (EFIs), principally the European Investment Bank (EIB) and the European Bank for Reconstruction and Development (EBRD)
