This demand-driven instrument helps partner countries strengthen public management in areas such as administrative reform, public procurement, public sector ethics, anti-corruption, and external and internal financial control

SIGMA aims to assist countries in installing governance and administrative systems appropriate to a market economy, functioning under the rule of law in a democratic context.

 
What does it do?
 
SIGMA is a joint European Commission and OECD initiative, mainly funded by the EU, which helps mobilize European expertise to support reforms in partner countries’ public administration in fields such as public internal financial control or public procurement. It carries out seminar and workshops targeting public governance institutions, which are responsible for horizontal management systems of government – civil service, administrative law, expenditure management, financial control, external audit, public procurement, policy and regulatory capacities, and property rights’ management.

 

 

 

Actions in brief

 

  • Assesses reform strategies and action plans; reform progress; legal frameworks, methodologies, systems and institutions.
  • Develops methodologies, tools and guidance to support reforms.
  • Provides advice on the design and implementation of reforms; recommendations on improving laws and administrative arrangements; advice on optimising the use of other EU assistance; opportunities to share good practice from a wide range of countries; multi-country studies.

EU Cooperation with Syria is currently suspended due to the political situation in the country; however, since in principle Syria is eligible for cooperation under the ENPI, activities may be taken up again once the situation improves.
