Service Procurement Notice for study on Costs and Benefits of Labour Mobility between the EU and the Eastern Partnership Partner Countries

A restricted individual service contract forecast worth €600,000 for a study of Costs and Benefits of Labour Mobility between the EU and the Eastern Partnership Partner Countries (Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and Ukraine) has been announced by EuropeAid.
 
The contract is published under the ENPI regional annual programme 2010 (East) with the publication reference EuropeAid/130215/C/SER/Multi.
 
The tender says the aim of the study is twofold:
  • analyse the costs and benefits of labour mobility on labour markets of the EU and the partner countries and propose a series of specific and detailed recommendations that could improve:  1) the labour migration strategy of the EU and of its Member States towards partner countries; 2) the overall EU economic strategy towards partner countries.
  • provide discussion of the future developments in the labour markets of the partner countries and propose model labour-matching mechanisms between EU and the partner countries and examine the likely impact of increased labour mobility from partner countries to the EU on labour mobility from other parts of the world to the EU.
Participation is open to all legal persons (participating either individually or in a grouping (consortium) of candidates) which are established in a Member State of the European Union or in a country or territory of the regions covered, also international organisations. The participation of natural persons is governed by the specific instruments applicable to the programme under which the contract is financed.
 
The initial period of implementation of tasks is 18 months and provisional commencement date of the contract is 1 April 2011.
 
The maximum budget is €600,000.
 
The deadline for receipt of applications is 1 December 2010, 16:00 Central European Time. No more than 1 application can be submitted by a natural or legal person whatever the form of participation (as an individual legal entity or as leader or member of a consortium submitting an application).
 
On the basis of the applications received, at least 4 and at most 8 candidates will be invited to submit detailed tenders for this contract and the provisional date of invitation to tender is 15 December 2010.  (ENPI Info Centre)
