Forecast for €1 million technical assistance project for EaP electronic communications regulators

The European Commission has published a forecast for an €1 million contract for technical assistance for electronic communications regulators of the Eastern Partnership (EaP) countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine). The publication reference of the forecast is EuropeAid/131928/C/SER/MULTI.
 
According to the forecast, the programme aims to support partners in gaining a better understanding and making better decisions regarding various complex regulatory issues in the area of electronic communications and information society.
 
The project will aim at facilitating the adoption and implementation of a pro-competitive, investment- and innovation-friendly legal framework in this domain, contributing to the overall development of the information society in the EaP. The project will seek to attain regulatory harmonisation at the regional level and in relation to the relevant EU ‘acquis’. It will also support networking and multilateral activities involving national regulators from partner countries of the region, including those of BEREC (Body of European Regulators for ElectronicCommunications).
 
The objectives, as spelled out in the forecast, are to:
  • support approximation to the EU ‘acquis’ in electronic communications and information society services;
  • support regulatory decisions in the preparation phase;
  • discuss practical and technical implementation issues of the legal framework;
  • foster mutual exchange of experience and best practices among regulators;
  • support the creation and functioning of the network of EaP regulators (still to be officially created).
