Service Procurement Notice for regional capacity building support for Euromed Youth IV

The Service Procurement Notice for the ‘ENPI – regional capacity building support unit (RCBS) for Euromed Youth Programme IV, ENPI South region’ has been published (referenceEuropeAid/128394/C/SER/Multi). This contract will be dealing with the countries participating in the ENPI South.
The overall objective of the contract is to support the Euro Mediterranean youth units (EMYUs) in their efforts to ensure an efficient implementation of the Euromed Youth programme and an optimum achievement of results.
Specific objectives are:
- guidance and training activities for EMYUs and project leaders and organisations,
- coordination and synergies between actors and stakeholders (youth in action programme, Euromed platform, etc.),
- visibility and communication.
The regional programme Euromed Youth was launched in 1999 in the context of the Barcelona partnership and focuses on non-formal education, intercultural learning and active citizenship. Phases I (1999–2001) and II (2002–2004) carried out youth exchanges, voluntary service and support measures. During phase III (2005–2008), the whole management of the Euromed youth programme was decentralised to the national authorities in charge of youth in the Mediterranean partner countries/territories who nominated EMYUs to implement the programme. The new phase under preparation will have to consolidate the management structure of the programme in order to increase its impact.
The maximum budget for the contract is €900,000. The provisional commencement date is February 2010, and initial period of implementation is 36 months.
Participation is open to legal persons established in an EU Member State or in a country or territory of the regions covered by the specific instruments applicable to the programme under which the contract is financed. It is also open to international organisations.
The deadline for receipt of applications is Thursday, 8 October 2009, 16:00 CET.
