آلية تسهيل الاستثمارات

تقدم آلية تسهيل الاستثمارات في دول الجوار منح المفوضية الأوروبية والدول الأعضاء والمؤسسات الأوروبية العامة للتمويل، وتعد آلية مبتكرة في نطاق السياسة الأوروبية للجوار وتهدف إلى الحصول على تمويلات إضافية لمشاريع البنية التحتية في منطقة الجوار. وتركز آلية تسهيل الاستثمار على القطاعات الرئيسية في مجالات الطاقة والبيئة والنقل وتوفر في الوقت نفسه الدعم لتنمية المؤسسات الصغيرة والمتوسطة وقطاع البنية التحتية الاجتماعية.
 
وكان الإتحاد الأوروبي قد أقر ميزانية الآلية بقيمة 700 مليون يورو للفترة 2007-2013. وتستفيد الآلية من المساهمات المالية التي تقدمها الدول الأعضاء في الاتحاد الأوروبي حيث يتم جمع مختلف الموارد ويعاد توجيهها نحو أهداف إنمائية متكاملة لصالح الدول الشريكة. ومن خلال تشجيع العمليات الأوروبية المشتركة، تمهد آلية تسهيل الاستثمارات لتنسيق جهود الجهات المانحة وتقسيم العمل وتوحيد الإجراءات. ووفرت الآلية في الأشهر الـ 15 الأولى من نشاطها الدعم للعديد من المشاريع، حيث بلغت قيمة عمليات تسهيل الاستثمار 7.3 مليار يورو.
 
تشكل آلية تسهيل الاستثمارات حافزاً بالنسبة إلى الدول التي وقعت خطط العمل الثنائية مع الاتحاد الأوروبي. وعلى أساس كل حالة، يمكن لدول مجاورة أخرى الاستفادة من هبات آلية الاستثمار في منطقة الجوار في تمويل مشاريع التعاون العابر للحدود أو ذات الأبعاد الإقليمية والتي يعيرها الاتحاد الأوروبي وشركاؤه اهتماماً خاصاً.

EU Cooperation with Syria is currently suspended due to the political situation in the country; however, since in principle Syria is eligible for cooperation under the ENPI, activities may be taken up again once the situation improves.
