EU-Tunisia twinning project to focus on eco-construction challenge

The launching seminar of an EU-Tunisia twinning project on eco-construction will be held on Thursday 24 May 2012 in Tunis. The launch will present the missions to be implemented by the twinning and seek to raise different stakeholders’ awareness on the importance of the challenge. It will be presided over by the Tunisian Minister of Equipment and the ambassadors of the European Union, France, Germany and Portugal to Tunisia, with the participation of the project leaders of these countries.

The project, with a budget of €1.2 million over a period of two years (March 2012-February 2014), is being implemented within the framework of the EU's Support Programme to the Association Agreement and to the Neighbourhood Action Plan (P3AII), which aims at reinforcing the integration between the EU and Tunisia and promoting economic, social and institutional convergence.

The objectives of the twinning project are:
- To reinforce the laws and rules of eco-construction.
- To develop and promote eco-construction on the whole territory and for all types of buildings.
- To reinforce the control of public work.

The construction sector is the third largest energy user in Tunisia. It uses more than 30% of the natural resources of the country, and if nothing is done, it is expected to become the second energy user by 2020 and the first by 2030. A press release from the project said Tunisia was aware of the challenges of climate change in general, and of the necessity to act in order to control the consumption of energy in the building sector. The country has traditional knowledge and constructive methods that need to be kept and normalized, but at the same time, it is willing to promote eco-construction in all its dimensions.
