PPRD South workshop to focus on migration crisis management in the Mediterranean

Twenty five civil protection officers from 11 Mediterranean countries will be meeting in Tunis, on 16 and 17 July, with international experts from the EU Civil Protection Mechanism, the United Nations High Commissioner for Refugees (UNHCR), the UN Office for Coordination of Humanitarian Affairs (UNOCHA) and the International Organization for Migrations (IOM). The aim of the workshop, which is being organised by the EU-funded PPRD South Programme, is to examine possible scenarios of forced migration crises in the Mediterranean and to discuss how national civil protection authorities in the region could improve the way in which they work together and with international humanitarian actors in tackling these crises.

 
On day one, Tunisia’s civil protection authorities will illustrate the lessons learned from the management of the humanitarian crisis caused by the massive flow of refugees seeking shelter and protection from the conflict in Libya in 2011. The arrival of more than 350,000 refugees demanding shelter, water and food, medical treatments, repatriation assistance or a new homeland, posed unprecedented challenges to the Tunisian civil protection system. In subsequent discussions, workshop participants will try to set out specific roles for the different national and international agencies involved in delivering assistance and providing protection to the population affected by a migration crisis and will examine possible organisational measures for improving coordination among national and international players.
 
On day two, the operational aspects of migration crisis management will be addressed, such as tools and best practices for planning temporary shelters, camp management and minimum standards of assistance.
 
The €5 million PPRD South Programme (Programme for Prevention, Preparedness and Response to Natural and Man-made Disasters) – which runs for three years and is managed by a consortium led by the Italian Civil Protection Department together with the French, Algerian, Egyptian Civil Protection Authorities and the United Nations International Strategy for Disaster Reduction (UNISDR) – is also organising training workshops dealing with risks in the region such as wild fires, technological disasters, floods, earthquakes, epidemics and drought, among others.  (EU Neighbourhood Info)
